I think it still is a little confusing. As per the new guidance, the employers location decides which service center the petition would go to. As per the USCIS website, petitions for extension of stay with the same employer without any change would still go to the NSC.

Premium processing for mine was received two days back -11/11/17.

In one week we might receive updates unless the premium queue is piled up.

There was frequent issue in site today while checking case status. Were u also experiencing the same?

As explained on the USCIS site... any fresh H1s and all H1 extensions where there is some kind of a material change like employer or work location etc they will still go to the location based on employer's primary location.

Only the extensions where there was absolutely no change from the previous one will go to Nebrasks no matter where in US the employer or the employee is..

Yes. My request for premium processing was applied on 08/11 and receipt notice was emailed on 11/11. My employer has forwarded the receipt notice of the same.

USCIS update on site:

Case Was Received and A Receipt Notice Was Emailed
On November 11, 2017, we received your Form I-129, Petition for a Nonimmigrant.....
