Yes, spoke to a GIT "immigration specialist" in Teaneck NJ. I had requested for a port from EB-3 to EB-2 based on academics and experience. I was refused based on conditions of $ 120 K etc., 1 year at offshore.

I am not sure if prevailing wage differs by region within US. But, I believe she (GIT's demi-God) spoke for NY.

Does anyone have any justification from GIT as to why "1 year at offshore is a considerable quality" for filing EB-2/1?

Everything below "SM" level is EB3.
Cognizant has added more complexity to EB2 and above filing.
USCIS EB2 +
1. You should make $120K ;)
2. You should be a SA+ with one year offshore (Not sure what sense does that make)

Yes, a lot of "M" levels are filed as EB3. Not a surprise.
