Though you submitted the PP application on July 27th, USCIS receives the package next business day. They may not issue the receipt number immediately. I have received the receipt notice after 5 days from the date USCIS received the package.
Your 2 week time counts from the recept generation date (Not from the date USCIS received the package)

Hello,
The first step in the GC process is to apply/file PWD (Prewailing Wage Determination). After you send your filled-in 9089 form to your attorney, they will file the PWD. PWD is basically the wage details for this position on a specific location. PWD is filed to Labor department which will take 3-4 months for approval.
Once the PWD is approved, 2nd step is, you will be asked to provide the below documents to file your PERM (Well known term is Labor). This is the list my attorney asked me.
Passport Non-Blank pages,3 Most recent paycheck stubs,I-94,H-1B Approval Notices,I-20s if any,Diplomas,Academic Transcripts,Marks Sheets,Education Credential Evaluation if any,Driver’s License. There is no premium processing for PWD and PERM. Based on today, PERM is taking 30-45 days for approval.
After the PERM is approved, third step is you will be asked to provide your skills letter from present and past employers. This skills letter describes your duties you performed, technical skills etc.,. Then attorney will file the I-140 for you. It is taking about 8 months for approval. However with the fee of $1250 you can process I-140 in premium processing which you get the reply in 2 weeks.

Topic: Transcripts from Acharya Nagarjuna University, Guntur, India

I have studied masters in Acharya Nagarjuna University and got the transcripts in sealed envelope for WES. I have sent my father to collect the transcripts and he got them on the same day. Here is the process.
1. Ask your representative to carry all your degree original certificates (OD, PC and semester marksheets).
2. Carry two sets of certificate xerox copies and WES application form.
2. Goto Examination Section and fill a form.
3. Goto the bank and pay the Challan. Charge is Rs.200 per each paper attestation
4. Wait until say 3PM and collect all the documents from the examination section. Among two sets of xerox copies, they keep one set for their records and you get the second xerox set with registrar signature and seal in every page and wrapped in a sealed envelope. This envelop includes attested xerox copies of OD, PC, marksheets and the WES form.

It took exactly 1 week or less for approval.

Attorney got the receipt number today only (Jan 25, 2017). I see the initial status in uscis.gov as "Case Was Received and A Receipt Notice Was Emailed". I guess we see the status change after they worked out on our case (No status change while they are working) and make a decision (RFE/Approved/Denied). You still under the 2 week period, I expect you may receive the decision by Jan 31, 2017. Please post after you receive update. Good luck.

My I-140 is submitted to Nebraska Service Center in Premium processing. Attorney received an email on Jan 25, 2017 which he forwarded me that email; Email says Date Received: Jan 23, 2017, Priority Date: To Be Determined. The Form I-797 Receipt Notice will follow in the mail.
The Nebraska Service Center will adjudicate this case within 15 calendar days of the "received date" set forth above.
If approved, you will receive e-mail notification of such.

JoeSmith is correct. I did talk to my attorney and company HR to perform recruitment process simultaneously when my PWD was filed on May 03. They said clearly that, they wont work on uncertainty. Their meaning of uncertainty is, before PWD is approved if they start performing recruitment process and advertisement, it costs few grand $$$ to the company; if the PWD is denied or something goes wrong they dont want to take up the liability. Usually it is very very common in the small/middle level consultancies that they start recruitment in parallel as they charge the fees to associate. If associate tells them to do in parallel, they just do it. If something goes wrong, associate will loose the money. FYI: Taking money from associate for recruitment, lawyer fee is not legal, but the consultancies wont care.

This should be simple answer.
1. Principal Applicant's Name : H1-B holder name (Your name)
2. Principal Applicant's Visa Status - H1-B
3. Petitioner :- This has 4 segments,
Petitioner Name - Your company who sponsored your H1-B (Eg: ABC XYZ Inc). It should be in I-797 under PETITIONER box
Receipt number : It starts with EAC or WAC on your I-797 (Box with heading RECEIPT NUMBER)
Start date and Expiration date : Your I-797 have start(Valid From) and end date(To) (Under Notice Type box)
