One thing is clearly understood. most our friends in this forum misunderstood the fact sheet delivered by Foxnews. That is not what Obama signed. that was a proposal submitted by 6PM before obama speech started yesterday 8PM. whatever we see in DHS.gov / USCIS.gov is reality.
And there is nothing like EAD / Pre registeration for LPR /I140.

Very disappointing..!!!

How do you related family unification with H4 EAD?
Do you think that all the H4s are separated from their family now? They are thinking that US needs the H4's contribution as well to the nation. Also, H4 employment would be granted so that they can retain the primary applicant here is US.

As usual, we could see the things are gradually changing because of the delay. Lot of democrats now started turning back. They feel a little delay would be nice. so that they can think on which is good and when should it be implemented for their party's benefit. until last week (before the foxnews 10 point news leak), all the Dems were bold and supportive on implementing the EO. But now, fear captured some of them. confusion prevails among them. From senior Dems to new politicians, they are mentally weakened. They are afraid of Reps. so far, whatever message leaked in Foxnews have not been refused by Dems. So those points are most likely to be true. But I wonder how could only the message be leaked and not the time. it may be leaked on purpose. But I feel myself not matured enough to understand the purpose.

One thing is clear, More he delays the EO the more it is gonna die.

Last week I thought, I have to wait about a week. Now it is the fact that I have to wait till Dec 15th. I may have to wait again till March 2015 who knows..

whatsoever it is. I started loosing confident and that makes me sick.

"i just go by lawful provisions on this subject. not sure what you mean by dummerusa site. i have verified this with my immigration lawyer and he was very categorical on this subject on what is possible and what not. according to him and all other sources that i have verified there is no such thing called unused visas for EB category. me too cant understand what you trying to prove and state. i really interested by facts and not by wishful thinking. yeah let us wait to get our answers"

There were few hundred thousand immigrant visas never used from 1992 to 1997. The idea is to recapture those unused visas. There are lot of sources for this. Just google it.

So far we got the following single line of hope for legals..

"Half a Million Immigration Expansion to High Tech Foreign Workers"

why can't it be

1) increase current H1B limit 65 K to 200 K (as it was in clinton's period)
2) increase current 140K GC to 260 k across the world (India will get 7% of them)
3) Allow GC for US STEM degree holders ie. OPT Visa holders (Some 100K GC).

So total 500 K.

(I am not so pessimistic. Since everyone is guessing what those would be, So am I)

Yes. thats is correct. Look at this.. This is part of H.R.5882

SECTION 1. RECAPTURE OF IMMIGRANT VISAS LOST TO BUREAUCRATIC DELAY.

(a) Worldwide Level of Employment-Based Immigrants- Section 201(d) of the Immigration and Nationality Act (8 U.S.C. 1151(d)) is amended to read as follows:
`(d) Worldwide Level of Employment-Based Immigrants -
`(1) IN GENERAL- The worldwide level of employment-based immigrants under this subsection for a fiscal year is equal to the sum of--
`(A) 140,000;
`(B) the number computed under paragraph (2); and
`(C) the number computed under paragraph (3).
`(2) UNUSED VISA NUMBERS FROM PREVIOUS FISCAL YEAR- The number computed under this paragraph for a fiscal year is the difference, if any, between--
`(A) the worldwide level established under paragraph (1) for the previous fiscal year; and
`(B) the number of visas actually issued under section 203(b), subject to this subsection, during the previous fiscal year.
`(3) UNUSED VISA NUMBERS FROM FISCAL YEARS 1992 THROUGH 2007- The number computed under this paragraph is the difference, if any, between--
`(A) the difference, if any, between--
`(i) the sum of the worldwide levels established under paragraph (1) for fiscal years 1992 through 2007; and
`(ii) the number of visas actually issued under section 203(b), subject to this subsection, during such fiscal years; and
`(B) the number of visas actually issued after fiscal year 2007 pursuant to an immigrant visa number issued under section 203(b), subject to this subsection, during fiscal years 1992 through 2007.'.

I believe the illegals won't be given GC or EAD direclty. They will have to stand in queue behind the legals. For time being the the EO will give the legitimate undocuments a way to apply for GC so that they won't be deported on the basis of illegal. If this is the case, the existing backlogs (legal) should be cleared first so that the wait time would be less for illegals too.

My first I 140 got approved on 2011 under EB3 for employer A. PD July 2010.
My second I 140 got denied in 2013 under EB2 for employer B.
My third (current) I 140 got approved in 2014 under EB2 for employer C with the older PD July 2010.

I just received an email from USCIS saying that my previous I 140 (employer A) got revoked.
does this revoke affect my currently approved I 140?
does USCIS generally revoke the previous I 140, once the latest I 140 got approved /ported succesfully?

I am planning to apply my I 140 with TSC in Premium processing.
I could see some of the users here are saying that they could not do premium processing for the I 140 with TSC. Can somebody explain why is this? Is TSC stopped accepting I 140 in PP temporarily?

Thank you tsavala. This is really a good effort. If anyone of us filter only the december cases, that would be nice to narrow down the processed PDs and we easily guess the trend specific to December cases alone.
