And we keep going in circles..

Employer can only withdraw I-140 and not revoke it. Unless CIS revokes it due to fraud or misrepresentation there is absolutely no issues with retaining the PD.

So only when it is approved by OMB we get to see the final text is what I'm assuming. That's like a wait period of at the least 1 month.

You'll need to submit a copy of your I-140 approval notice along with your H1-b extension documentation. I'm assuming you already have the extension approved till your max-out date and if that be the case CTS will not initiate your extension unless your I-140 is approved.

But pls. go ahead and talk to your case manager.

That's so incorrect. His perm was filed on the 6th year and so he'll need his I140 to be approved for extension beyond 6th year.
Pls. don't pass on the wrong information if you're not sure.

Under the current rule as well as the proposed rule you'll have go through the PERM & I-140 cycle. Sup J is an additional requirement which your new employer has to provide.

That is incorrect. Employer must file AOS/I485 within one year of your date becoming current. Pls. go read the text in the proposed rule.
